The International Monetary Fund Reaches Out to Strangle Yemen’s Economy to Seize Our Economic Resources

On 15/10/2025, the Governor of Aden Central Bank, Ahmed Al-Maabqi, met in Washington, D.C., with the head of the International Monetary Fund (IMF) mission to Yemen, Esther Pérez Ruiz, and the IMF representative, Mohamed Maait, accompanied by Deputy Minister of Finance Hani Wahab and Assistant Undersecretary of the Ministry of Finance Abdul Qader Amin. This was followed by a meeting between the Minister of Planning and International Cooperation and Yemen’s Governor to the World Bank Group, Waed Badhib, and Riccardo Puliti, Vice President of the International Finance Corporation for the Middle East region, with the participation of Deputy Minister of Planning Nizar Basuhaib, Deputy Minister of Finance Hani Wahab, Undersecretary of the Ministry of Finance Abdul Qader Amin, in the presence of Stefan G. G. Reimbert, Regional Director of the World Bank in the Middle East, and Dina Abu Ghaida, World Bank Country Manager for Yemen.
These two meetings were preceded by preparatory consultations held in Amman on the 8th and 9th of October 2025 between the IMF mission and the Aden government, represented by Prime Minister Salem Saleh bin Break and Central Bank Governor Ahmed Al-Maabqi, under the name of “Article 4 Consultations” between Yemen and the IMF, followed by the issuance of a concluding statement.
The first meeting discussed ways to continue the IMF’s plans and programs in Yemen, which have been suspended since 2014, and its technical and advisory role, such as supporting the recovery of the local currency by stabilizing the exchange rate, improving foreign reserves levels, and enhancing financial stability in the country through an executive plan for financial and monetary reform, and continuing reforms to ensure the flow of foreign loans, which Esther Pérez Ruiz described as “a serious commitment to financial and administrative reform.”
As for the second meeting — which is the more dangerous — it was aimed at facilitating the infiltration of the International Finance Corporation into Yemen in the guise of the foreign private sector through the investment window, which currently operates with a meager amount of $15.9 million in the food and health sectors, while those behind it has their eyes set on fisheries, telecommunications and submarine cables, electricity sales projects, and ultimately oil fields.
Before the government delegation flew to Washington, the ambassadors of the two colonial powers — Britain’s Abda Sharif and France’s Katherine Corm Kammoun— held separate meetings in Amman with the Yemeni delegation, offering their countries’ “assistance” and declaring their “support” for Yemen’s stability and development efforts, while the government delegation submissively received instructions. This is not surprising for such agent rulers.
Do people now understand that the catastrophic economic deterioration that continued from the beginning of 2025 until 31/07/2025 is directly linked to the IMF’s programs? That if you do not go to it and beg, it will destroy your economy because you have tied yourself to its programs and capitalist economy? The three deadly stations — 1975, when the World Bank managed to open a secret office inside Sana’a Central Bank; 1995, when the World Bank imposed financial and administrative reforms; and 2011, when the IMF entered — through these stages, Yemen’s economy was tightly linked to the capitalist economy. This has brought great harm to Yemen, and its people must free themselves from its grip, which is designed to keep Yemen bound forever. As long as the capitalist system remains applied in Yemen and the rest of the Muslim lands, we will not emerge from this catastrophic situation; instead, we will sink into a new crisis every day.
The economic happiness and well-being of the people of faith will accompany all aspects of life — political, social, international relations, and others — under the rule of Islam in the second Khilafah Rashidah (rightly guided Caliphate) on the method of the Prophethood. This is the only radical solution. It is unfortunate that this solution is not the central concern of the Ummah in all its segments.
